ODS Elimination in China's Cleaning Industry

(1)ODS elimination background

Since 1992, China has started ODS elimination in the cleaning industry. As of October 1999, a total of 22 ODS cleaning and elimination projects in China have been funded by the Multilateral Fund to implement relevant elimination activities. It is estimated that ODS equivalent to 920 tons of ODP can be eliminated after the completion of the projects. However, many enterprises in the cleaning industry, through several years of elimination found that the cleaning industry ODS elimination is facing many difficulties. Mainly reflected in the following aspects: ① At present, the cleaning industry does not have enough economic and reasonable alternative technologies in line with China's national conditions for enterprises to choose. The number of ODS cleaning agent consumption enterprises is large, the distribution is scattered, and the management of the elimination work is complex. ③ Enterprises lack understanding of ODS elimination. In particular, enterprises are unaware of their responsibilities and rights in the ODS phase-out process.
China is in a period of rapid and stable economic development, and the elimination of ODS in the cleaning industry involves the development of high-tech industries such as electronics, information, aviation, and aerospace; how to eliminate ODS in the most effective way without affecting the rapid development of China's economy. Cleaning agent is an important issue in China's action to protect the ozone layer. In order to prevent the further growth of ODS cleaning agent consumption, and then realize the phase-out of ODS cleaning agent, it is very necessary to formulate the overall phase-out plan as soon as possible and implement it.
(2)ODS phase-out project analysis

China's ODS cleaning industry includes all enterprises that use ODS as a cleaning agent and all enterprises that produce ODs cleaning agents for electronics, post and telecommunications, aviation, aerospace, light industry, textile, machinery, medical equipment, automobiles, precision instruments, etc.
In order to fulfill the obligations stipulated in the "Protocol" and achieve the phase-out of ODS production and consumption, China established the "Ozone Layer Protection Leading Group" composed of 18 ministries and commissions in 1993 ". With the further elimination of ODS cleaning agents, in 1997, China set up a special working group for ODS elimination in the cleaning industry, mainly by the former State Environmental Protection Bureau and the former Ministry of Electronics. The working group is responsible for the daily management of ODS elimination, organizing and implementing the elimination of ODS cleaning agents, including organizing the research and development of alternatives and alternative technologies, recycling management, and the research, development, promulgation, implementation and supervision of relevant industry policies.
According to the China Electronic Cleaning and Other Industrial Cleaning Phasing Out ODS Strategy Study, thousands of companies in China consume ODS cleaning agents. The main cleaning objects include four categories, namely precision cleaning, PCB cleaning, metal cleaning and other purposes.
The Government of China is committed to completing the phase-out of ODS through the implementation of the action plan, subject to the provision of support from the Multilateral Fund on schedule. China will completely phase out the production and consumption of ODS, that is, gradually reduce the production of ODS through the production quota system and the grant bidding mechanism, and gradually reduce the consumption of ODS through the grant bidding mechanism. The timetable, funding requirements and main phase-out actions for China's phase-out CFC-113 are described in detail.
(3)ODS phase-out schedule


For ODS cleaning agent out, China has taken a series of measures. These measures include: in 1995, the former Ministry of Electronics issued the "Notice on Doing a Good Job in Electronic Technology in 1995", which explicitly required the competent departments of the electronic industry at all levels and directly affiliated research institutes to actively eliminate ODS from the reform of technological manpower; In 1997, the former State Environmental Protection Agency, the State Planning Commission, the State Economic and Trade Commission and the State Administration of Industry and Commerce jointly issued the "Notice on Prohibiting the Construction of New Production and Use of Ozone Deplying of Ozone Deplying of Ozone Deplying of Ozone Substances". In 1997, the former State Environmental Protection Agency issued the "Notice on Full Implementation of Pollution Discharge Declaration and Registration" and included ODS in the pollution discharge registration list. Since February 1998, a column has been set up in China Electronic News to publicize the elimination process of ODS cleaning agents, the current situation of alternative technologies and related policies. With the support of UNDP, Sweden, Japan, Canada and the United States, several seminars on ODS cleaning agent alternative technologies have been held for enterprises; A large number of publicity activities are carried out through conferences, television, newspapers, radio and other media.

(4)ODS phase-out plan

The industry phase-out targets are: ① from 20 concave years to January 1, 2006, linear phase-out will be implemented in equal amounts, and CFC-113 production (including imports) and consumption will be completely eliminated; ② On the premise that the TCA phase-out increase cost supplement plan is approved, linear phase-out will be implemented in equal amounts from 2002 to January 1, 2010, and TCA production (including imports) and consumption will be completely eliminated. In order to ensure that the elimination target is achieved, large and medium-sized enterprises are treated differently. According to the elimination schedule, large and medium-sized ODS cleaning agent consumption enterprises will be eliminated first; for small consumption enterprises, the elimination will be implemented through the establishment of an elimination support network system, through the provision of consulting, technical services, equipment concessions and other measures, and the strategy of simultaneous elimination of production and consumption will be adopted to eliminate both manufacturers and final consumers.

Select alternative technologies suitable for China's national conditions, and adopt a model of easy first and then difficult, low cost first and high cost for cleaning sub-industries that require different alternative technologies. Maximize the localization of alternative technologies and reduce the cost of elimination. The selection principles of alternative technologies are as follows: ① All alternative technologies should be harmless to the ozone layer and the environment; ② It is not encouraged to replace the existing ODS cleaning agents with substances with low ODP value and high GWP value; ② Substitutes and alternative technologies must not affect the safety and health of workers; ④ Substitutes and alternative technologies should at least maintain the cleaning capacity of the original technology; ⑤ Substitute technologies must be cost-effective.
(5) Industry phase-out strategy analysis

In order to eliminate ODS in the cleaning industry according to this plan, the Chinese government will adopt simultaneous control and elimination measures for production and consumption, I .e., simultaneous elimination from manufacturers, imports and final consumers. Differentiate between large and medium-sized consumers and small consumers, and between domestic enterprises and foreign (joint ventures) enterprises.


Specific phase-out measures are as follows:

(1) Publicize, summarize and promote the experience of the projects already implemented, vigorously carry out training and publicity activities, eliminate the psychological obstacles of enterprises to ODS elimination, and encourage enterprises to actively participate in ODS elimination;
(2) Establish and strengthen alternative technology support systems, especially for small and medium-sized enterprises to provide alternatives and alternative technology options, technical advice and other services;
(3) Control the production and import of ODS cleaning agents, and reduce the production of ODS cleaning agents by quota management according to the elimination schedule; Establish a registration system for the import and export of ODS cleaning agents, and prohibit the import and export of ODS cleaning agents according to the elimination schedule;


(4) control ODS cleaning agent consumption,

① According to the elimination schedule, large and medium-sized enterprises (consumer enterprises) should be eliminated first;

② For small consumer enterprises, through publicity, prohibition and alternative technical support systems, to achieve the elimination of ODS cleaning agents;


(5) Other auxiliary phase-out measures include:

① Continue to introduce foreign alternative technology and elimination management experience;

Promote research and development of alternatives and alternative technologies, and promote the development of alternatives and alternative technology markets;

② Develop technical indicators, implementation standards and operating specifications for alternatives and alternative technologies;

④ Formulate and promulgate policies, regulations and measures to ensure the smooth implementation of phase-out;

⑤ Establish an effective supervision and implementation system, including the development of management information system, to ensure the implementation of the phase-out plan.
